Simply put web design schools matter because they teach you how to be a better web designer and in general help you improve the quality of content that is on the Internet. These days almost anyone can make a webpage and while that has been great for increasing the amount of information available on the Internet it has led to a pretty nasty Internet that is full of poorly designed webpages that are built on bad code which results in a lot of crashed browsers and poor user experiences.
Now obviously user experience doesn't necessarily matter for your average home page, however if a small business website is built on faulty code that causes a poor user experience you can bet that that small business is going to lose a lot of customers. That's why it's so important that future web designers attend a good web design school in order to produce better websites that will serve their customers well. Someone who is only interested in making a home page doesn't need web design school; however anyone who is interested in a serious web design career absolutely needs the services of a good school.
Will a web design school teach programming
The simple answer is that it depends. Depending on the web design school you will either find programs that focus heavily on programming, heavily on graphic design or a happy medium of both. There really is no gold standard for what type of curriculum you'll find at different schools so it's important to evaluate what aspect of web design interests you and find a school that matches your priorities. This is easy enough to do by looking at the course list of your prospective schools.
If you're unsure about which direction you wish to take then it's probably a good idea to choose a program that has a happy medium between both design and programming. It's far better to have a broad base of knowledge and then drill down into specific later on then find yourself in a situation where you absolutely hate what you're doing but have wasted two years in classes so you don't want to jump ship.

Absolutely. There is no doubt about it that a strong education will help you land a job. Make no mistake, having a degree is no guarantee of getting a job however it's a great way to help you get on an even playing field with everyone else who's looking for a job in the web design industry.

The most basic of requirements for most jobs is having a degree in website design or programming therefore unless you are a web design savant it's probably a good idea to suck it up and get a degree.
