"We have different client email lists. We have the systems to run the application/database that sends the correct emails, for the correct offers, and tracks the opens and clickthroughs. What we need is an affordable, SMTP mailing vendor. We would just send in our application to the vendor's SMTP server(s).The vendor would need to dedicate an IP to our mail or prove that is not necessary for reverse DNS, and SPF requirements.We expect to send somewhere between 100,000 to 1million emails per month."

"This is a service we would be using for short campaigns throughout the state, starting the end of this year forward. So, we would be using different lists for as many as 30 or 40 campaigns starting in November '07. They would, generally, be small mailings, of 1-5,000 people, but could be twice as large. Also, I'm not sure exactly what every category above means and would like to chat with you. It's also possible we will use our own graphic designers, so I'm not completely sure about that."
